POPCOM Region-V welcomes new director
The Commission on Population and Development Region-V welcomes Director Joyce Dela Paz – Hilvano as its new head of agency. She replaces the now POPCOM Region III Director Lourdes P. Nacionales, who served Bicol from September 2019 to February 2021.
The newly appointed director assumed her post during a simple ceremony held March 8, 2021 at the POPCOM Region-V office in Legazpi City led by Deputy Executive Director Lolito S. Tacardon.
Director Hilvano brings almost 29 years of administrative and technical experience to her role as regional director. Rising from the ranks, she entered POPCOM in 1992 as an administrative staff and performed programmatic functions as planning officer and project evaluation officer through the years. She then served as the Assistant Regional Director of POPCOM – National Capital Region (NCR) for 7 years prior to her appointment as regional director.
She obtained her Master of Arts in Public Administration (MPA) at the Rizal Technological University through the Civil Service – Local Scholarship Program and was a member of the Philippine – Korea Fellows Association – KOICA from 2012 to 2015. She is a Gender and Development Advocate and has extensive knowledge and experience in the different Philippine Population Management (PPMP) programs.
In her message during the welcome ceremony, Director Hilvano assures the staff that she will strive to maintain a harmonious working environment while improving the strengths of each staff. “I would like every staff here to be individually capacitated while collectively contributing their strengths to achieve our goals.”, she remarked.
Deputy Executive Director Tacardon calls for the cooperation of all staff to run POPCOM programs efficiently with the new leadership. He requested the staff to give the same support they gave the former director.
