Regional Director's Corner
MAGDALENA G. ABELLERA
Pursuing our vision of having responsible individuals, well planned, prosperous, healthy and happy families and communities necessitate a strong and effective multi-sectoral interventions and engagement from various stakeholders.
In 2015, Region V surpassed the target of RPFP classes with a 109 percent accomplishment. This is the result of vigorous campaign for stronger partnership with the local population officers, Nurses Deployment Program (NDP) of the Department of Health (DOH), and the Provincial and Municipal Links of the Department of Social Welfare and Development (DSWD). Reaching out to the Indigenous Peoples and the families of Filipino Migrant Workers in the region also marked our intensified partnership with the National Commission on Indigenous People (NCIP) and the Overseas Workers Welfare Administration (OWWA
Despite POPCOM’s vigorous implementation of the Philippine Population Management Program to achieve its vision, a number of long-time challenges remain both at the individual and institutional levels. Clarifying the misconceptions and fears of couples, women and men on family planning and reproductive health, as well as orienting local leaders on the interrelationship between population and development continue to challenge us. To us, this implies a continuing and more effective advocacy and behavior change strategies towards helping the identified sectors to realize and accept the importance and relevance of the population program in contributing specifically towards improving maternal and child health and nutrition and more productive communities in general.
Regardless of these persistent challenges, we at POPCOM Bicol stand up to the test to diligently deliver what are expected of us. We acknowledge and express our gratitude to our partners in the region and the various coordinative mechanisms such as our Regional Population Executive Board (RPEB), Regional Population Management Committee (RPMC), the Regional Implementation Team (RIT), and the Social Development Committee of the Regional Development Council among others. We have not gone this far in bringing our program to the various LGUs and sectors without your support. For Central Office, your endless guidance and support, thank you. We will continue, with greater fervor and dedication, to pursue our dream…a manageable population consistent with our available resources, and with more responsible parents and adolescents, we will continue to reach and achieve more.
